Site Plan Development Review

The Drain Office reviews site plans for county plats to ensure proper stormwater management, as required by The Land Division Act No. 288 of 1967. While plat developments are less common, most new projects fall under the Condominium Act, Public Act 59 of 1978. In these cases, the Drain Commissioner receives a “Notice of Intent” but is not required to review the plans.

If a municipality wants the Drain Office to review a Site Condo, Planned Unit Development, or other site plans, they must adopt the Drain Office’s “Site Development Rules.” This allows an external review for proper stormwater management. Municipalities without planning or zoning can also adopt these rules to ensure effective stormwater design.

In 2010, the Drain Office included Low Impact Design (LID) standards to promote green development, such as rain gardens and porous pavement. These practices are now common in Michigan communities. The state has developed LID guidelines that inform our standards.

The Site Development Rules were updated in 2012 for easier use, a streamlined application process, and a new “green calculator.” To have the Drain Office review your site plans, please submit the following: an application, two copies of the site plan (one paper and one digital), storm/design calculations, a checklist, and review fees.
