Overview

The Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986 helps communities prepare for chemical emergencies. It requires facilities to report chemical storage and release information and helps communities develop emergency response plans. Each state appoints a State Emergency Response Commission (SERC).

SERCs create emergency planning districts and Local Emergency Planning Committees (LEPCs). These groups coordinate information on chemical storage and emergency planning. The Clean Air Act of 1990 also helps prevent chemical accidents at facilities using hazardous substances.
