The Van Buren County Sheriff’s Office of Domestic Preparedness Hosts Multi-Agency Emergency Management Tabletop Exercise


The Van Buren County Sheriff’s Office, Office of Domestic Preparedness recently hosted a comprehensive multi-agency tabletop exercise at the Emergency Operations Center (EOC) focused on two major emergency scenarios occurring within the Paw Paw area.
Participants included the Paw Paw Police Department, VBCSO Office of Domestic Preparedness (Emergency Management), VBCSO Dispatch, Michigan State Police Post #51, Paw Paw Village Government, Bronson Healthcare, Van Buren County Emergency Services (VBEMS), Van Buren Intermediate School District (VBISD) Emergency Management, Paw Paw Department of Public Services (Public Works), Warner Vineyards, and Paw Paw Fire Department.
During the exercise, participants worked through two separate critical incident scenarios designed to test emergency response coordination, communications, resource management, traffic control, evacuations, casualty triage, incident command, and public safety decision-making. Representatives from each agency collaborated in real-time to evaluate response actions and identify opportunities for enhanced coordination during large-scale emergencies.
The exercise generated detailed discussions regarding operational response priorities, resource deployment, public information sharing, traffic management, evacuation procedures, and life-safety operations. Participants demonstrated a strong commitment to protecting the community through coordinated planning and interagency cooperation.
“Preparedness is not something that begins when an emergency occurs—it starts long before the first call for help is received,” said Sheriff Daniel E. Abbott. “Exercises like this allow our emergency responders, public safety partners, community partners, schools, local businesses, and local government to work together, evaluate our plans, and strengthen our ability to protect the residents of Van Buren County. The public can be confident that we are training, planning, and improving our response capabilities so that when a real emergency occurs, we are prepared to act quickly and effectively as a unified team.”
As with all emergency preparedness exercises, the objective is not only to validate existing plans but also to identify opportunities for improvement. Several enhancement items were identified during the exercise and will be incorporated into future planning, training, and response procedures to further strengthen community preparedness.
Tabletop exercises provide tremendous value by allowing emergency responders and partner agencies to practice decision-making in a controlled environment before an actual emergency occurs. These events help agencies evaluate plans, strengthen working relationships, improve communication processes, and identify potential gaps that may not be apparent during day-to-day operations.
