The April Collaborative: SJC & VBC DITF

Where Innovation Meets Local Government

The future arrived early this month as the St. Joseph County and Van Buren County Digital Innovation Task Force (DITF) gathered to turn cutting-edge AI concepts into everyday reality. We are officially moving past the “what if” phase and into the “how we did it” phase. From robots fixing our legal compliance to AI-generated video producers, here is the high-voltage recap of what went down.

The ADA Ghostbusters: Automating Compliance

We have a massive federal deadline looming. Thousands of old PDFs on our websites need to be ADA-compliant by the end of April. Doing this by hand is a nightmare, but the team found a way to automate the heavy lifting. Jerry showcased a custom AI pipeline using Claude Cowork that acts like a digital structural engineer for our files.

This system scans old PDFs and writes descriptions for images. It even builds a digital backbone so screen readers can finally read the text. A task that would normally cost thousands of dollars in manual labor is now being handled for roughly fifty dollars in total API costs across both counties. The system even “grades” each document from A to D, which allows our staff to focus only on the tricky files while the AI handles the rest.

NotebookLM: Your New Personal Producer

We have been exploring the full potential of NotebookLM lately and recently discovered its impressive video creation capabilities. Jerry showcased this by sharing an AI-generated explainer video he commissioned within the app. The video served as a professional breakdown of exactly how local governments like Van Buren County are tackling ADA compliance for public documents through automation and AI.

The most impressive part of the demonstration was how the AI handled complex visual data. It did not just narrate a script. It actually recognized a screenshot of our new zoning application and pointed to a specific parcel of land while explaining horse-ownership regulations. It identified the exact municipal code required for the task without being prompted to do so. This tool is a massive win for transparency as it allows us to turn dense, technical documents into engaging video guides for our citizens in a matter of minutes.

Under the Hood: Claude Code and Instant Directories

Our resident developer, Drake Olejniczak, shared some serious technical magic. He is using a high-level coding AI called Claude Code to find broken website links and deploy new services in minutes rather than hours.

Drake also unveiled a sleek new directory system for St. Joseph County. This custom-built tool lives outside of the standard WordPress environment and allows us to push staff updates to the website instantly. The ultimate goal is a seamless loop where the website updates itself automatically whenever an employeeโ€™s information is updated. No more manual typos or outdated contact lists.

Scaling Up: The Michigan Local Government AI User Group

The Michigan Local Government AI User Group officially kicked off with pioneers from all across the state. Our goal is to stop reinventing the wheel. If Van Buren or St. Joseph builds a cool tool, every other county in Michigan should be able to use it too. Our next deep-dive meeting is scheduled for April 28th at 10 a.m.

The Bottom Line

We are proving that small counties can do big things. Whether it is scrappy AI coding or automated ADA fixes, SJC and VBC are leading the state.
